Do wilting flowers count against your environment?

So yesterday, after nearly two years (and since the N64 game), I finally received the Golden Watering Can. However, today, my town is no longer perfect. The only thing that's different between today and the last 15 days is that there were a lot more dying flowers than usual. I quickly rectified that with my new watering can. Anyway, even after trying to plant some new flowers, my town's still not passing and not failing.

It took me a long time to get the Golden Watering can as well. Since it is almost impossible to keep all the flowers unwilted (unless you spend hours watering each and every one everyday ) I do not think that matters on the rating.

Perhaps there are a few weeds or an item on the ground? If I empty my pockets to fish or bug hunt my town rating goes down. Did you cut down or plant any trees after your perfect rating?

Now I have it down to about 15 minutes to water, just getting the wilted ones and the Hybrids daily.

I pulled all the weeds that I saw. Ugh, maybe there's one hiding somewhere. Too bad you can't control camera angles. You can just cheat it by digging up something from behind an object. Maybe I'll go through my town one or more times tonight...
