Blanca
Blanca shows up in your town at random but only if you have WiFi access, and if you use the phone in the Save Attic and set your settings so that she can visit.
This time Blanca already has a face though, It will be some creation that was created by another player who also has WiFi access. (If you have young kids playing the game I strongly suggest blocking Blanca from visiting your town as many users seem to think it's funny to put vulgar images and words on her face.)
When you see her walking around in your town, talk to here and she will ask you to design her a new face.
Blathers
Blathers is the curator of your towns Museum. he is a 'night' owl, so if you visit him during the day, he will be napping. No worries though, he is quick to wake up, and Always willing to help, especially if you have some new donations.
He is in the lobby of the museum 24/7
Booker
Not only is Booker one of the guards at your Town Gate. He also has his own specific duties, such as running the 'Lost and Found' and keeping you informed of new happenings in your town.
Brewster
Brewster is the manager of 'The Roost" the coffee shop downstairs of the museum.
He is pretty quiet till he gets to know you.
word of advice, brewster doesn't like it when people let their drinks get cold.
Celeste
Celeste is Blathers sister, she is in charge of the Observatory.
She is also a 'night' owl, and takes the occasional nap during the day, but just like her brother she is quick to wake up, and always willing to be of service.
Copper
Copper is in charge of your town gate. He is who you have to go through when you wish to open your gate, either to visit other towns, or if you want to let visitors enter your town.
He is also in charge of giving you your friend code. and accessing the WFC for you.
Cornimer
Cornimer shows up the second week of October to help celebrate the Acorn Festival.

(Yes it is just Tortimer in an Acorn mask but Shhhhh its a secret). this is to get everyone in the festival mood. Give all non rotten acorns you collect to him for some nice gifts.

Dr. Shrunk is a axolotl(ax-uh-LOT-uhl) Salamander that shows up in your town randomly between Monday and Friday. When he does show up he stays from 6:00am to Midnight.
He teaches you how to express your emotions.

Gracie still thinks he is the the Diva of Fashion. he shows up on random days between Monday and Friday, and when he does show, he stays from 6:00am to Midnight.
This time he doesn't make you wash a car, he gives you a Fasion Quiz to see just how stylish you really are.
Gulliver
Gulliver appears in the sky in a flying saucer on random days between Monday and Friday, between 6:00am and Midnight. (Yes this is different than posted in the "official guide" but this info has been confirmed)
Tip: He flies only slightly better than he can swim. LOL Also remember to keep your slingshot handy.
Harriet
Harriet runs the hair salon "Shampoodle's", which opens up in the North wall of Nookington's.
Don't like your hair style or color. visit Harriet and get yourself a new do.
Joan
Joan will be in your town every Sunday from 6:00am to Noon.
And she is your only source for Turnips and Red Turnip seeds. So if you like to dabble in the Turnip Market, get up early on Sundays.
K.K. Slider
Totakeke (his real name) performs on stage every Saturday night from 7:30pm till Midnight. at 'The Roost'
(NOTE: He only takes requests after 8:00pm)
After performing a song for you, he will give you a "bootleg" that you can play in your house.

Kaitlin has a terrible time keeping track of her little daughter Katie. And the worse part is, Katie knows a way to get past the Gate and ends up in another town.
Thanks to parents intuition though, Kaitlin always seems to know which town Katie is stuck in, but for some reason is unable to go pick her up herself.

Your answers to his questions will decide what your character will look like, what gender you are, and what your name is.

Mabel is the outspoken sister of the Abel Sisters Taylor shop.
She is who you talk to when you want to create a design. She is also who talks to you when you wish to swap designs, as well as buy clothes, umbrellas, and accessories.
Mr. Resetti
Mr. Resetti is everyones Least favorite character to encounter. he is always grumpy and yells a lot.
IF you ever turn off your game without first saving your progress, be prepared to listen to a speech from Mr. Resetti the next time you play. (this also happens if you allow your power to run out without saving, after all they do warn you before it runs out)
Pascal
Pascal will appear on Random weekdays along your beach between 6:00am and Midnight. once a week
Talk to him, and he will tell you some random bit of Philosophy, then he will hand you a gift of a Pirate Theme item. and then dive back into the water. OH and he LOVES Scallops. especially rare ones.
Pelly
Pelly works the day shift at the Civic Center/Post Office.
She is always happy to see you, always polite, and friendly.
Pete
Pete, your friendly Mail carrier.
On weekdays if you are lucky you might see him flying overhead at 9:00am and 5:00pm.
Phyllis
Phyllis works the night shift at the Civic Center/Post Office.
She is never happy to see you, always has something to say under her breath.
Redd
Redd runs the Black Market which is a tent that appears in your town every week for a day.
The tent will appear at 6:00am and stay for 24 hours. However the tent closes at Midnight.
Rover
Rover still loves to journey from town to town.
He can be spotted in 'The Roost' enjoying a cup of coffee at random times.
and he is always in a good mood.
Sable Abel
Sable is the Quite sister of the Abel sisters.
She is always sitting at her sewing machine making multiple copies of the various designs for your neighbors to use and wear.
Sahara
Sahara shows up on random weekdays from 6:00am to Midnight.
he is trying to deliver some wallpapers and Floorings.and could really use some help.
Snowman
The Snowman is someone you actually have to build.
Starting December 11 through the end of February.
IF you make a Happy snowman, you will receive a Snowman Item in the mail from him the next day.
Timmy
Timmy works along side his brother Tommy on the 2nd floor of Nookingtons.
They offer the same basic options that Nook does when you speak to them.

Probably the most valuable regular in the game. Most importantly he runs the store where you sell and buy most things.
He is also the character who teaches everyone the basics of game play when first starting.
IF you want to expand your house, your going to have to set that up with Tom Nook as well.

Tommy works along side his brother Timmy on the 2nd floor of Nookingtons.
They offer the same basic options that Nook does when you speak to them.

He is always hungry and depending on what you give him to eat, he gives you various designs.
Except if you give him a Red Turnip, which starts you on the special "trade sequence".
